为积极在全球与美国展开争取民心的竞争,许多国家和非官方组织为其公共外交战略倾注了巨额资金。

中国政府2009年宣布将为全球公关大外宣计划斥资近70亿美元以改善国家形像。俄罗斯政府则在2010年拨款14亿美元用于国际宣传。

与此同时,紧缩财政开支和改变外交政策方向等一系列问题,使得美国面临的挑战更加严峻。美国公共外交的宗旨和重点正在失去焦点,而这种失焦的后果则是,在当今世界,更多的人相信全球力量重心在移离美国。

Challenging America: How Russia, China, and Other Countries Use Public Diplomacy to Compete with the U.S.

Competing aggressively with the United States for the "hearts and minds" of people around the world, many state and non-state actors are funneling significant resources into their public diplomacy strategies.

The Chinese government announced in 2009 that it would spend almost $7 billion on a "global media drive" to improve its image. The Russian government allocated $1.4 billion for international propaganda in 2010.

Meanwhile, in the U.S., a confluence of issues, tightening budgets, and changing foreign policy directions compound the challenges that Americans face. The purpose and priorities for U.S. public diplomacy are being pulled in many directions. The result of this misalignment is that today, more people around the world believe the global balance of power is shifting away from the United States.
