北京卫生健康委员会的最新数据显示,周三(11月23日)北京新增509例本土确诊病例和1139例无症状感染者。北京现在要求那些试图进入购物中心、酒店和政府大楼等公共场所的人在48小时内获得阴性PCR检测结果。全市的学校已转向在线课程。
北京当局尚未宣布“封城”,但正采取越来越多的封闭措施。美联社报道,北京的红庙北里小区外已经架起了两米高的围栏,并有穿防护服的疫情工作人员守卫着。
英国广播公司BBC驻华记者麦笛文(Stephen McDonell)周三表示,朝阳区对近300个小区开始了长达3天的封闭。

针对一些北京民众周四反映约不到生鲜外卖的现象,北京官媒强调超市食材等物资充足。但北京的居民们并不买账。
居住在北京的作家、播客主持人张志劢(Jeremiah Jenne)回应官媒说:“得有人去告诉北京当局,在晨间新闻的开头说‘别担心!城市里有食物供给!’并不是他们想象中那么有说服力的信息。”

北京的封城在没有纸面命令的情况下缓缓展开,让中国问题专家利明璋(Bill Bishop)感到困惑:“如果官员不把它叫做封城,它还算封城吗?如果关闭的通知都是口头而不是写下来的,那些还算关闭吗?”
他在另一条推文中问道:“一些北京干部口头发布局部封闭的命令,这将不利于在重新开放的路上激发对动态清零‘优化’的信心。他们在隐瞒什么?他们在试图向谁隐瞒?”

一些专家认为,北京地方官员当前的做法可能是中央发出的相互矛盾的信息导致的。就在十多天前,国务院发布了放松疫情管控的“二十条”。但很快,中国各地的疫情出现反弹。
加州大学圣地亚哥分校政治经济学副教授史宗瀚(Victor Shih)表示:“我相信有内部命令要求‘不得搞一刀切,也不得让病毒扩散’,这给干部们制造了一个不可能的情况。”

游说公司麦克拉迪合伙人(McLarty Associates)的研究员维多利亚·阮(Victoria Ruan)分析说:“我想这是因为没人真的清楚管控到什么程度才是合适的,而且要求/标准不断变化。所以他们只给口头命令,避免因为措施不够或过头而被抓。”
I think it is because nobody is really clear about what magnitude of control is appropriate, and the requirements/standards have kept changing. so they do verbal orders to avoid being caught (by upper authorities) for insufficient or excessive measures.
